Stephen Paul Greenwood

Stephen Greenwood has been an adjunct professor at Portland State University (PSU) in Oregon for 10 years. He is the founder and designer of PSU’S Graduate Certificate in Collaborative Governance and co-author of an internationally used textbook on the subject. He has taught collaborative skills internationally, including the University of Eastern Finland and the University of Economics, Ho Chi Minh City. Professor Greenwood is known for his interactive, experiential learning methods, and brings to his teaching the practical experience of a public administration career spanning more than three decades, at the federal, state, and local government levels.

He is a former Director for Oregon’s award-winning Oregon Solutions program, and has managed successful collaborative projects for the National Policy Consensus Center (NPCC) on a wide range of issues. More recently, he served as NPCC’s Director of Training and Academic Services, during which he designed and led the highly successful Civic Leadership Academy for local governments in Oregon.

He earned his undergraduate degree from the School of Community Service and Public Affairs at the University of Oregon, and his MPA from the Kennedy School of Government at Harvard University in 1984. In 1991, he won a Fulbright fellowship to advise the Central Region of Portugal on solid waste management, and he is a recipient of the Outstanding Alumnus Award from the University of Oregon’s Planning, Public Policy, and Management program.
