CGG Partners with Bhutan's Royal Civil Service Commission to Support Public Sector Transformation

THIMPHU (Bhutan), 20 March 2025 – The Chandler Governance Group (CGG) has concluded its first official visit to the Kingdom of Bhutan — a nation deeply rooted in cultural richness and values, and driven by a bold, forward-looking vision for public sector transformation. This visit marks a significant step toward building long-term partnerships in support of Bhutan’s public sector reform journey.

In close collaboration with the Royal Civil Service Commission (RCSC), the CGG team engaged in a series of practical discussions with officials across Bhutan's Civil Service over the course of three days. These exchanges centered on key themes such as leadership development, governance excellence, and strategic human resource management — critical pillars for a modern and effective civil service.

CGG also engaged with key stakeholders from the Ministry of Finance, the Royal Institute of Management (RIM), and the Royal Institute for Governance and Strategic Studies (RIGSS), which offered valuable insights into Bhutan’s strategic priorities, institutional capabilities, and its whole-of-government approach to transformation.

Through these engagements, CGG had the opportunity to learn more about Bhutan’s aspiration to build an Enlightened Entrepreneurial Bureaucracy by 2035 — a vision that emphasises high-impact leadership, innovation in public service delivery, and the cultivation of a high-performing civil service. This national ambition strongly aligns with CGG’s mission to work alongside governments in strengthening institutions and developing effective, strong public leaders.
