CGG, LAD and MGSIPA Train Indian Public Leaders in Critical and Analytical Thinking

PUNJAB (India), 16 November 2020 — The Chandler Governance Group (CGG) is collaborating with the Leadership Academy for Development (LAD) and Punjab's (India) Mahatma Gandhi State Institute of Public Administration (MGSIPA) to design and deliver the Developing Confident and Critical Thinkers through Case Study Writing and Teaching programme from 16 to 27 November 2020. The programme supports leadership and capability development, and equips public leaders to deal with the emerging challenges of governance.

The 10-day programme brings together middle to senior-level government officers and academics with appointments in research, think tanks and universities. Participants have the opportunity to develop skills in case writing and teaching while analysing international cases and scenarios.

The workshop is facilitated by Professor Kent Weaver, Professor of Public Policy and Government, Georgetown University and Faculty, LAD and Mr Blair Cameron, Consultant, World Bank Faculty, LAD. Both Professor Weaver and Mr Cameron have worked extensively in delivering case writing and teaching programmes with various governments globally.

Participants will develop case studies for MGSIPA during and after the programme. Selected participants will additionally support MGSIPA to conduct case workshops. The case studies and workshops will enhance MGSIPA's training and development for government officers in Punjab.

Mr KBS Sidhu, Special Chief Secretary, Government of Punjab cum Director General, MGSIPA opened the programme, explaining:

"The beauty of case studies is looking at various perspectives that people have, and how they would have acted in that hypothetical situation. This initiative will develop our civil servants and other specialists, and establish recent case topics relevant to Punjab and India.”

Delivering her opening address, Mrs Jaspreet Talwar, Principal Secretary, Government of Punjab cum Director, MGSIPA, added:

"We have a very eclectic mix of both practitioners and teaching faculty from different universities in Punjab. This programme will develop a good repository of public policy & public administration related case studies which can be used for teaching not only by MGSIPA, but also by other institutions.”

Affirming the usefulness of case studies in training government practitioners, Mr Wu Wei Neng, Executive Director, CGG said:

"Case studies are an excellent method for documenting and analysing relevant events, reaffirming knowledge and understanding, and enhancing problem-solving and analytical skills. We are confident that this programme will develop and bring together a solid group of case writers and facilitators to support and participate in future MGSIPA programmes.”

The programme harnesses blended learning to successfully train government officers during COVID-19. Participants attend both pre-recorded and live sessions conducted remotely. Professor Kent Weaver, Professor of Public Policy and Government, Georgetown University and Faculty, LAD said:

The case writing and teaching programme is part of a bigger collaboration between CGG and MGSIPA to enhance Punjab’s government training and leadership development systems, and falls under the Memorandum of Understanding (MOU) between the Government of Punjab and CGG.
