CGG Deepens Cooperation with Viet Nam to Support Nationwide Public Administration Reform

HANOI (Viet Nam), 5 June 2025 – The Chandler Governance Group (CGG) has concluded its working visit to Viet Nam from 2 – 5 June 2025. The delegation was led by Mr. Wu Wei Neng, Chief Executive Officer of CGG and Chairman of the Chandler Academy of Governance (CAG).

During the visit, CGG met with senior leaders from the Ho Chi Minh National Academy of Politics (HCMA), including the Academy of Public Administration and Governance (APAG). CGG also shared insights at a Ministerial-level workshop focused on building an excellent civil service, further deepening cooperation with Vietnamese institutions to support public administration reform efforts nationwide.

During the meeting with Associate Professor Dr. Nguyen Ba Chien, President of APAG, CGG reiterated its strong commitment to supporting APAG’s mission in training and developing public sector leaders to build a modern and effective public administration. Both parties also discussed potential collaborations to enhance governance assessment at the provincial level and strengthen capacity at the communal level.

Building an Excellent Civil Service Workshop

At the invitation of APAG, CGG delivered a presentation on the foundations of high performance government at a ministerial-level workshop on building an excellent civil service to meet the demands of national development in the new era. CGG also participated in a roundtable discussion with practitioners, researchers, professors, and representatives from both Vietnamese and international organisations, such as the Viet Nam Administrative Sciences Associations, Canadian Bureau for International Education and UNDP, to exchange insights on developing an efficient and high performing civil service. Professor Dr. Vu Minh Khuong, a member of CGG’s Advisory Council, also conducted a virtual session at the workshop.

Meeting with the Standing Vice President of HCMA

CGG also met with Associate Professor Dr. Duong Trung Y, Standing Vice President of HCMA. Dr. Y acknowledged the relevance of the Chandler Good Governance Index (CGGI) as a useful reference framework that can be adapted to different national governance contexts. He shared that Viet Nam is undergoing a nationwide public administration reform to streamline its administrative apparatus through the merger of ministries, provinces, and communes. In this context, he noted that the initiative to build and develop a set of indicators to assess local government performance would be valuable in supporting the ongoing reforms to build a modern, effective and efficient public administration system.

In response, Mr. Wu conveyed his appreciation to HCMA and APAG for recognising CGG as a trusted partner in the training and development of Vietnamese cadres and civil servants over the years. He reaffirmed CGG’s commitment to deepening this collaboration and exploring new areas of cooperation aligned with Viet Nam’s governance and reform priorities.
