CAG Launches Second Run of Programme to Strengthen Public Sector Capabilities in Viet Nam

- CAG launches second run of training programme for senior public sector leaders in Viet Nam, upon conclusion of a successful first run
- Curriculum is contextualised to Viet Nam’s needs, but also draws upon CAG’s unique revelations of good governance and the role of governments in building strong nations

HANOI (Viet Nam), 1 July 2023 – The Chandler Academy of Governance (CAG) launched the second run of the Modern and Effective National Governance Programme for Emerging Leaders (MENGPEL) in Hanoi. Designed and delivered in collaboration with the National Academy of Public Administration (NAPA) in Viet Nam, the programme will benefit public sector leaders across the national and provincial level governments. The opening ceremony was graced by Mr. Trieu Van Cuong, the Vice Minister for Home Affairs.
The second run of MENGPEL builds on the success of the inaugural programme, furthering CAG’s commitment to enhancing public sector capabilities in Vietnam. The programme will be conducted over four segments and covers several themes that were designed with the Vietnamese context in mind, but also draws from CAG’s unique understanding on what it takes to build strong nations. In particular, the programme aims to deepen participants’ understanding of good governance, drawing upon lessons from history, as well as, equip them with the necessary skills and knowledge to become more effective leaders who understand and steward the nation’s story. Participants will also be exposed to concepts and principles to establish strong government institutions and systems, and cultivate analytical abilities in policy and programme design.
The first segment of the programme was attended by over 20 Vietnamese public sector leaders from the central and local governments. It took place at the Hanoi NAPA campus from 27 June to 1 July 2023.
During his speech at the opening ceremony, Vice Minister Trieu emphasised that good governance is key to the success of strong and prosperous nations. In this regard, he underscored the significance of enhancing the capabilities of civil servants, particularly those in leadership roles. Additionally, he expressed gratitude to CGG for designing a programme tailored to the specific needs of Viet Nam, and for the ongoing support to NAPA and MOHA in the programme’s development. He further acknowledged that this collaboration paved the way for future partnerships and joint initiatives between CGG and the government of Viet Nam.

Dr. Nguyen Ba Chien, President of NAPA, reaffirmed the priority placed by the Vietnamese government in developing civil service capabilities, so as to improve government efficiency, in line with the resolution presented by the Communist Party of Viet Nam. He remarked that the second training course represents a strong continuation of the long-term cooperation programme between MOHA, NAPA, and CGG, aimed at nurturing emerging leaders.

Mr Kenneth Sim, Dean of CAG, expressed his appreciation to NAPA and MOHA partners for once again entrusting CGG with the responsibility of conducting this important leadership programme. He emphasised that the programme was meticulously designed in close partnership with NAPA to maintain its relevance within Viet Nam's unique circumstances, while also incorporating international good practices.

The first segment of the programme focused on the important role of modern and effective national governance in driving national development. Participants discussed the principles, priorities, and the role of the public service in promoting good governance. The segment also delved into personal leadership styles, change management, effective communication skills, and strategies to enhance leadership and management capacity for the Viet Nam public sector.
