CAG Delivers Training Programme for Senior Vietnamese Leaders to Enhance Public Sector Capabilities

HANOI (Vietnam), 29 October 2022 — The Chandler Academy of Governance (CAG), collaborated with the National Academy of Public Administration (NAPA) of Vietnam to co-design and co-deliver the first segment of the Modern and Effective National Governance Programme for Emerging Leaders (MENGPEL).  Vice Minister for Home Affairs, Mr. Vu Chien Tang, was present at the opening ceremony to launch the programme. CAG is the learning and development division of the Chandler Governance Group (CGG).

Held over four segments, MENGPEL’s overall objective is to enhance public sector capabilities in Vietnam. Some of the key themes of the programme include: developing a deeper understanding of good governance, especially within the Vietnamese context; understanding and applying skills to be effective public sector leaders; architecting strong government institutions and systems; and developing essential analytical skills in policy and programme design.

Over 20 Vietnamese public sector leaders, drawn from the central and local governments, attended the first segment of the programme. The programme was held at the NAPA campus in Hanoi from 25-29 October 2022.

Speaking at the opening ceremony of the programme launch, Vice Minister Vu spoke about the importance of good national governance in nation building. In this regard, he underscored the importance of building capabilities for political cadres and civil servants, especially those in leadership positions. He also expressed appreciation to CGG, who supported NAPA and MOHA in the development of this programme and noted that this would pave the way for further collaborations in future.

Mr Kenneth Sim, Dean, CAG expressed his gratitude to the partners at NAPA and MOHA for entrusting CGG to run this important leadership programme. He emphasised that in designing the curriculum, CAG had worked closely with NAPA to ensure that the programme drew upon international good practices but was also contextualised to Vietnam’s needs. At the same time, the curriculum also had a strong practitioner orientation, which is an important hallmark of CAG’s programmes.

Likewise, in his opening remarks, Dr Nguyen Dang Que, Executive Vice President of NAPA emphasised that the training programme was designed to focus on practical skills, and incorporated international good practices that were applicable to the Vietnamese context. He noted that the programme supported the direction of Mr Pham Minh Chinh, Prime Minister of Vietnam, to implement training and development programmes for public servants at the local and national government levels.

The first segment of MENGPEL included a dialogue with Mr Le Minh Nam, Standing member, Finance and Budget Committee of the National Assembly. The participants interacted with the national leader and gained practical insights about leadership for Vietnam in a post-COVID world.
